Calvin Niss, Vice President
Mr. Niss has supervised and managed environmental projects in the petrochemical industry for over 20 years. His experience in the petrochemical industry includes numerous Clean Air Act (CAA) compliance projects involving Benzene Waste Operations NESHAP (BWON), Consent Decree compliance, Hazardous Organic NESHAP (HON), leak detection and repair (LDAR), Maximum Achievable Control Technology (MACT), Miscellaneous Organic NESHAP (MON), and New Source Performance Standards (NSPS) Subpart QQQ.
Mr. Niss has worked with the BWON regulation for over 15 years and conducted BWON audits at over 45 facilities. He has authored several BWON applicability determinations for client submittal to various Environmental Protection Agency (EPA) Regions. Mr. Niss is a recognized national expert on refinery air compliance programs. In 2007, he was selected by the EPA to work on a BWON technical workgroup to evaluate potential amendments to the BWON regulation. He also sits on the National Petroleum Refinery Association’s (NPRA) Environmental Committee. The NPRA collaborates with both EPA and industry on environmental regulations.
As a project administrator, he has developed air compliance projects at over 30 chemical and petrochemical facilities. He has taken part in several multi-media facility environmental compliance audits. He has provided expert testimony on both groundwater and air compliance issues.
Frankie Wood-Black, Ph.D., M.B.A., R.E.M., Senior Air Consultant
Dr. Wood-Black has worked in the petroleum and chemical industry for over 19 years with experience in technical management, laboratory operations, environmental science and compliance, finance, and professional development. Her experience has focused on refining and downstream operations.
Prior to joining Trihydro she served as the Director of Consent Decree Compliance for one of the largest United States oil companies focusing on environmental air compliance for refining operations. She has been involved in a number of legal negotiations requiring direct interaction with legal firms, documentation, and case preparation. Her research background in chemical processes provides a fundamental understanding of the chemistry and the potential technological solutions to apply in the field.
Dr. Wood-Black is a contributing editor to the Journal of Chemical Health and Safety, has produced a number of technical publications, co-authored Emergency Preparedness Planning – A Primer for Chemists, and is a routine presenter at the American Chemical Society. She is active with a number of other professional organizations focusing on the issues of environmental regulation, chemical health and safety, and sustainability.
David Wolfe, Team Leader - Air and Process Services
Mr. Wolfe has over 12 years of experience in the environmental, health, and safety (EHS) industry. During this time he has managed and completed a wide variety of Clean Air Act (CAA) compliance projects for numerous petroleum refineries, ethanol production facilities, military installations, and chemical plants.
These projects included completing air emissions inventories and asbestos sampling and monitoring, under regulations including Benzene Waste Operations NESHAP (BWON), Consent Decree compliance, Hazardous Organic NESHAP (HON), leak detection and repair (LDAR), Maximum Achievable Control Technology (MACT), Miscellaneous Organic NESHAP (MON), New Source Performance Standards (NSPS) Subpart QQQ, and Texas Regulation V. Mr. Wolfe has developed, produced, and implemented Clean Air Act and Consent Decree compliance plans for 16 refineries and chemical plants. Furthermore, he has completed Consent Order-mandated BWON compliance audits for 21 petroleum refineries.
