A Fortune 500 waste management firm operates a used oil terminal at a port in Arkansas. At the terminal, three 10-inch diameter underground pipelines extend north and east, approximately 2,000 feet from the facility, to a barge station on a river.  The pipelines are used for loading and unloading oil barges at the port. In 1999, a release of used oil was discovered from the northwestern most pipeline onto property owned by the port authority.

Trihydro was contacted to perform emergency response assistance. Senior Trihydro personnel provided the client's management team with advisory services via a series of teleconferences to establish the activities and equipment needed for response to the release. Trihydro provided assistance for interactions with state and federal regulatory agencies and coordinated efforts between the client's on-site personnel and hazmat response teams to ensure prompt, effective action was taken.

At the time the incident was discovered, oil had accumulated within a concrete-lined culvert and natural drainage swale located approximately 1,000 feet from the river, and 600 feet north of the facility. The ephemeral drainage was dry at the time of the release. Released used oil did not encroach on the river. Following initial remote guidance, Trihydro mobilized an on-site coordinator to oversee additional response activities. Trihydro then designed and implemented a work plan to delineate the extent of impacts attributable to the release, and to cost-effectively remediate residuals to negotiated levels.

A no further action (NFA) determination was successfully negotiated with the Arkansas Department of Environmental Quality (ADEQ) within six years of the used oil release.
