Record rainfall and historic drought events across the country have shifted national focus - and budget allocations - toward water infrastructure and drinking water system improvements.  This is particularly evident in the recent passing of America’s Water Infrastructure Act (AWIA).  As a result, funding mechanisms for water infrastructure and drinking water system projects are multiplying. In addition to using revenue sources to fund your projects, you may be eligible for a variety of grants and loans.

Federal Funds
Federal funding for rural water infrastructure projects in Texas has traditionally been provided under the United States Department of Agriculture (USDA) Water & Waste Disposal Loan & Grant Program. This program provides an excellent opportunity for government entities, private nonprofits, and federally-recognized tribes to receive fixed rate loans with a maximum 40-year payback period. The Federal Emergency Management Agency (FEMA) also has funds available, which provide 75% funding for making modifications to systems to prepare for natural disasters. Now, under AWIA, additional federal funding may become available.

Texas-Specific Funds
Texas Water Development Board (TWDB) offers a variety of grant and loan programs aimed at supporting drinking water planning and development. These programs provide broad support totaling approximately $27.5 billion across diverse entities and project types.
