The first session, presented by Adam Haecker, P.G., Director of Geoscience at Milestone Carbon, takes a detailed look at how Class VI permitting is implemented under Railroad Commission of Texas (RRC) primacy.  Attendees will gain insight into how the Texas framework differs from the federal USEPA approach and what operators should expect when pursuing CO₂ sequestration projects in Texas.

Adam Haecker leads subsurface evaluation and site development for carbon capture and storage projects at Milestone Carbon in Houston, Texas. His work focuses on geological and petrophysical analysis supporting CO₂ storage site selection, characterization, modeling, permitting, and monitoring. Adam brings more than 17 years of energy-sector experience, with prior roles at Battelle Memorial Institute, Continental Resources, Chesapeake Energy, Cabot Oil & Gas (Coterra), and Weatherford Wireline. He holds a Bachelor of Science in Geology from Texas A&M University and has served in leadership roles with the Society of Petrophysicists and Well Log Analysts (SPWLA).

Carly Sowecke brings over 13 years of experience in the environmental and oil and gas sectors. Her expertise encompasses a diverse range of projects, including Class I and VI permitting and baseline environmental monitoring for Class VI injection projects. She has also developed California Air Resource Board (CARB) site certifications. Currently, she serves as the Team Leader for the Underground Injection Control (UIC)/Carbon Management team, focusing on advancing carbon sequestration and underground injection control initiatives through the permitting and development Class I, II, and VI injection projects across the country.
